No deal with DP World during interim government’s tenure: Ashik Chowdhury

No agreement will be signed during the tenure of the current interim government to lease the New Mooring Container Terminal (NCT) at Chittagong Port to UAE-based DP World, officials have said.

Ashik Chowdhury, chief executive officer of the Public Private Partnership (PPP) Authority and executive chairman of the Bangladesh Investment Development Authority (BIDA), disclosed the information at a press conference at the Foreign Service Academy in Dhaka on Sunday. Chief Adviser’s Press Secretary Shafiqul Alam was also present.

Ashik Chowdhury said DP World sent a letter earlier on Sunday that reached the Chief Adviser’s Office in the morning. In the letter, the company praised the progress of ongoing negotiations and expressed satisfaction with the direction of discussions.

He added that DP World indicated its intention to continue negotiations in the future and move the process forward. The company also confirmed that it had received and reviewed the draft concession agreement but requested more time for further examination.

“The interim government has only two working days left in its formal tenure. Since DP World has sought additional time, the matter may go beyond this government’s term and discussions may resume after the election,” Ashik Chowdhury said.

Replying to journalists’ questions, he said, “With a reasonable degree of certainty, it can be said that no agreement will be signed during this government’s tenure. There are only two working days remaining, and within this period it would be practically impossible for DP World to return, for the proposal to be placed before the Cabinet, obtain approval, and proceed to signing.”

He further noted that work on leasing the New Mooring Container Terminal to DP World began in 2019, while final-stage negotiations started over the past month.

“Work on the issue is continuing intensively at various levels of the government. Consultations and negotiations with different stakeholders are ongoing. However, completing the entire process may require additional time,” he added.
